Toowoomba Region Sports Precinct — Charlton, Toowoomba QLD
The Toowoomba Region Sports Precinct (TRSP) is a multi-stage regional sporting and recreation initiative, located adjacent to the Toowoomba Bypass and Toowoomba Connection Road. The precinct is being developed to meet growing regional demand for sport and recreation facilities and to attract state and national events to the Darling Downs. The updated TRSP Master Plan was formally endorsed by Toowoomba Regional Council in June 2025.
MODE was engaged to lead the transformation and reinterpretation of the project master plan through a multidisciplinary design-led role, taking the project from master planning through to documentation for Precinct A. Our involvement centred on integrating architecture, urban design, landscape architecture, and wayfinding into a single analytical framework, enabling consistent and informed design decisions.
Design objectives & approach
Reinterpret the original master plan through the lenses of best practice, user experience, resilience, sustainability, and innovation.
Create a single, discipline-integrated design narrative so each decision across architecture, landscape, and wayfinding contributes to a coherent precinct identity.
Improve functionality, legibility, and adaptability to support staged delivery over time while ensuring the precinct can host major events.
MODE’s approach combined rigorous site analysis, client engagement, and iterative design testing to produce a revised layout that is intuitive, functional, and adaptable for future growth.
Key master plan components
The updated master plan retains the precinct’s role as a regional sports destination with high-quality playing fields and a premier hub, while incorporating additional elements to respond to broader strategic objectives. The master plan envisages multiple stages of development and flexible precincts to meet both community and event demands.
Integrated design outcomes delivered by MODE
Urban & master planning: Revised precinct layout to improve circulation, staging logic, and the sequencing of play spaces and hubs.
Landscape architecture: A landscape strategy that strengthens the public spine, creates spectator and community amenity, and embeds durable planting and microclimate responses appropriate to the Darling Downs.
Architecture: Design guidance for all facilities that balances functionality for sporting events with community use and long-term adaptability.
Wayfinding: An integrated wayfinding strategy to inform the overall design layout and support visitor orientation and navigation across multiple precincts.
Resilience & sustainability testing: Design refinements to manage maintenance, re-establish environmental systems, address flood and microclimate considerations, and future-proof the precinct for evolving uses.
The precinct will be delivered in multiple stages over a number of years. Recent Council announcements prioritise early stages of Precinct A and 30 per cent of Precinct B. The project is currently being progressed to Detailed Design ahead of staged construction.
